The National Electrical Contractors Association (NECA) is pleased to announce that a new Notice of Proposed Rulemaking has been published. If adopted, this rule would put into effect President Biden’s Executive Order from February 4, which mandates the use of Project Labor Agreements (PLAs) on all federal construction projects with a value of at least $35 million. PLAs have shown to be a time-tested way for guaranteeing that projects fulfil quality construction requirements, are finished on time and under budget and save government funds.

Since the beginning, NECA has been an advocate for the use of PLAs, and the organisation is happy that the Biden administration has moved quickly to draught this new regulation. The Shasta Dam, the Hoover Dam, the Kitsap Naval Base, the Beaver Valley Nuclear Power Plant, the Los Angeles International Airport, and innumerable educational institutions were some of the initiatives that came forth as a consequence. In addition, commercial companies like as Disney, the National Football League, Walmart, and Toyota have all used PLAs in the production of their flagship projects.
